The Incentivizing Compliance Program (ICP) is one of the complimentary programs of the Department in support of the implementation of the new Labor Law Compliance System (LLCS) which aims to promote voluntary compliance with labor laws through:
               (a) giving recognition and incentives to compliant  establishments, or
               (b) providing technical assistance to non-compliant establishments to enable them to comply with the requirements of labor laws.

In 2011, the Guidelines in the Implementation of the ICP was issued. The program is composed of three (3) Levels of Awards:  the 1st Level Awards comprising the Tripartite Certificate of Compliance with Labor Standards (TCCLS) and Child Labor Free Establishments (CLFE); and the 2nd Level or the Secretary’s Award can be acquired by having the 1st Level Awards plus any of the other agency awards namely:  The Gawad Kaligtasan at Kalusugan (GKK) awarded biennially by the Occupational Safety and Health Center (OSHC), Productivity Olympics (PO) awarded biennially by the National and Wages Productivity Commission (NWPC) for large companies, ISO Certifications can be considered in lieu of the PO Award and Outstanding Labor Management & Cooperation Award or Best Dispute Resolution System Award; and the 3rd Level or the highest  level of Award, the Presidential Award which can be obtained by acquiring all the five (5) awards mentioned above.

The TCCLS constitutes the first level of ICP award issued by the Department through its Regional Offices to establishments found to be compliant with labor laws and standards after a tripartite validation.

In pursuit of the Department's goal for companies to achieve voluntary compliance with labor laws and standards, all establishments are encouraged to join the DOLE's ICP program and be included in the roster of compliant establishments by obtaining first the TCCLS Certification.
